On 29th March 2024, Vietnam Ministry of Information and Communications issued Circular 02/2024/TT-BTTTT promulgates a list of ICT equipment that must be certified and declared conformable
General regulations
– Circular 02/2024/TT-BTTTT takes effect from 15th May 2024
– Certificates of conformity issued between 15th July 2023 and 14th May 2024, will continue to be valid until expires date. However, from 1st July 2025, in addition to the standards that have been certified as conformity, the product must be additionally certified and declared conformity according to the standards in Circular 02/2024/TT-BTTTT.
– Continue to stop testing under harsh, critical conditions for most products (except wireless access points) until 30th June 2025. Currently, MIC Vietnam is reviewing QCVN standards with testing criteria under harsh conditions, critical for re-issue.
– Exempted from certification of conformity and announcement of conformity with an imported batch of goods for self-use purposes with a maximum of 03 equipment products of the same type, only applicable to certain types of products such as laptops, tablets and PCs.
– From 1st January 2024 to 15th May 2024, manufacturers and importers can choose to declare conformity, certify conformity, and register for quality inspection according to Circular 04/ 2023/TT-BTTTT and Circular 10/2023/TT-BTTTT or according to Circular 04/2024/TT-BTTTT.
Regulations on some commonly applied standards and equipment:
– QCVN 117:2023/BTTTT (applicable to terminals/mobile phones, except 5G terminals/mobile phones) is applied for certification of conformity from 15th February 2024. Beside, mobile phones must support E-UTRA technology and VoLTE feature as well as support bands n1, n3, n5, n8, n28, n40, n41
– 5G mobile phones are required to support both SA mode and NSA mode, specified in QCVN 127:2021/BTTTT, also support bands n1, n3 , n5, n8, n28 (FDD), n40, n41, n77, n78, n258 (TDD).
– Allows the application of new standards such as QCVN 55:2023/BTTTT (applies to SRD devices operating in the frequency range 9 kHz to 25 MHz and inductive loop systems operating in the frequency range from 9 kHz to 30 MHz) including from 15th May 2024, earlier than the effective date of the standard (1st July 2024)
– No requirement to apply Total Radiated Power (TRP), Total Receiver Sensitivity (TRS) technical standards in QCVN 131:2022/BTTTT (applicable to NB-IoT devices).
– QCVN 55:2023/BTTTT testing is not required (SRD devices use the 9 kHz to 30 MHz band) for Wireless chargers
– Devices with WiFi 6E and WiFi 7 functions (band 5925-7125 MHz) can only be declared compliant if the manufacturer has a written commitment to turn off the 6 GHz band and users cannot activate this band themselves.
