Entirety reports on November 27, 2018, an official announcement by MIC of Vietnam regarding the release of the Circular 15/2018/TT-BTTTT, supplementing and amending to Circular 30/2011/TT-BTTTT.
The Circular 15/2018/TT-BTTTT has made with the intention to clear all conflicts between regulations in “Product Quality Inspection Registration” (PQIR) process and to be in compliance with Decree 132/2008/ND-CP and Decree 74/2018/ND-CP.
Key features:
1. MIC introduces a definition of the authorized local representative of the overseas manufacturer. Type Approval certificate and local test reports issue under name of an authorized local representative of the overseas manufacturer will be valid for any importers in importation, customs clearance, and PQIR for imported products.
2. Type Approval certificate will not be invalid when new technical standard(s) enter in effect.
3. New application forms introduced, a requirement on application documents now a bit simplified.
4. Lead time to issue Type Approval certificate is shortened from 10 working days down to 7 working days
5. ICT Mark is still official conformity mark for products under management scope of MIC Vietnam. CODE application and ICT mark registration are still required
6. The validity of ADoC for domestic manufactured products is bound to the validity of Type Approval certificate (for a product which is required for both Type Approval and Declaration of Conformity) or 3 years (for products which is required for Declaration of Conformity only).
7. MIC officially confirms that ADoC for an imported product is now aborted. ADoC can be only issued for domestic manufactured products
8. ADoC which has been issued (before 10 August 2018) will still be valid when this Circular enter in effect. (permanent validity)
The Circular 15/2018/TT-BTTTT shall enter in effect starting January 1, 2019.
