From December 25, 2024 to February 25, 2025, MIC will publicly consult on the Circular replacing Circular 30/2011/TT-BTTTT regulating conformity certification and conformity declaration for specialized information and communication technology products and its amendments including Circular 15/2018/TT-BTTTT, Circular 10/2020/TT-BTTTT.
Key points:
– Goods must apply the corresponding conformity assessment method specified in the QCVN technical regulation. In case QCVN does not have regulations on conformity assessment methods, the method in Appendix 1 shall be applied (the methods specified in Circular No. 28/2012/TT-BTTTT dated December 12, 2012 of the Ministry of Science and Technology).
– The validity of the Certificate of Conformity lasts no more than 03 years or is only valid for each batch of products depending on the method of conformity assessment
– Regarding the declaration of conformity: Domestically produced goods will carry out DoC at local Departments of Information and Communications, while imported goods will still carry out DoC at the Department of Telecommunications as before (to complete the state inspection procedure on the quality of imported goods)
Thus, the highlight of the draft Circular is the adjustment of regulations to synchronize the general regulations of the Ministry of Science and Technology as the common practice of other ministries and branches, in addition, the role of local management agencies (Departments of Information and Communications) is also emphasized more than before.
For imported goods, the regulations are basically not expected to have any significant impact, in the long term this is a positive signal when the regulations are made clear according to the common practice with other imported goods in Vietnam
There may be certain changes in the final version, but it is clear that this Circular promises to be a strong change after 13 years of implementing Circular 30/2011/TT-BTTTT.
