USA: Human Exposure to Radio-frequency Electromagnetic Fields and Reassessment

The FCC published on April 1, 2020, the following final rule: Human Exposure to Radiofrequency Electromagnetic Fields and Reassessment of FCC Radiofrequency Exposure Limits and Policies. The FCC has decided to make an amendment to the 2019 Second Report and Order to simplify the evaluation procedures to RF Exposure evaluation and procedures and mitigation measures.
The main changes include:

– Creation of three broad categories for exemption from the RF exposure evaluation requirements for all fixed, mobile, and portable RF sources, based on power, separation distance (minimum distance in any direction from any part of a radiating structure to any part of the human body), and frequency, that provide for both single- and multiple-
transmitter cases and treat like sources similarly regardless of the underlying service; adopted the term “exemption” to replace “exclusion” for this topic
– Replaced previous provisions with the provision that allows any computational method to determine RF exposure levels
– Removed the rule for a minimum of 5-cm minimum separation specification for measurements and calculations used to demonstrate RF exposure compliance for devices that operate above 6 GHz. The FCC has decided to grant two years from the effective date on June 1 st, 2020
