Key Changes in FCC Equipment Authorization

On July 16, 2025, the Federal Communications Commission (FCC) issued new rules that change how the FCC equipment authorization process works. These rules affect Telecommunication Certification Bodies (TCBs) and testing laboratories. The goal is to improve security and strengthen oversight.

The FCC equipment authorization program makes sure that devices sold in the United States meet strict safety and compliance standards. Moreover, it helps protect users from products that do not meet technical requirements. These new measures now add tighter controls on who can participate in the process.

Authorization Eligibility Updates

The new rules, published as FCC 25-27, amend Parts 2 and 68 of Title 47 of the Code of Federal Regulations. Now, entities on the FCC’s Covered List or under the control of certain foreign governments cannot take part in the program. As a result, the approval process will be more secure. It also helps reduce outside influence on certification and keeps the supply chain for wireless devices more reliable.

FCC Equipment Authorization Reporting Requirements

All recognized TCBs and labs must inform the FCC about any change in ownership or control within 60 days. Otherwise, the FCC may suspend or withdraw their recognition. This can delay approvals for manufacturers that depend on these partners. Therefore, careful tracking and timely reporting are essential.

Impact on Manufacturers

These rule changes affect manufacturers of Short Range Devices, Consumer Electronics, Telecom, Data Networking, and Infrastructure Equipment. Companies must confirm that their certification partners meet the new eligibility rules. Although product labels, manuals, technical standards, and frequency allocations remain unchanged, new procedures now apply. Consequently, compliance teams need to review their workflows and update processes.
