Strengthening Transparency in Radio Equipment Use
Ukraine has introduced a key update through the “NCEC radio equipment” procedure, requiring manufacturers to inform users about the operating conditions of radio devices. The regulation aims to enhance consumer awareness and align Ukrainian compliance with EU Directive 2014/53/EU (RED) and Implementing Regulation (EU) 2017/1354.

Key Compliance Elements for Market Access
Entities placing radio equipment on the Ukrainian market, including manufacturers, authorised representatives, and importers, must comply with this NCEC radio equipment procedure under the Radio Equipment Technical Regulation (Cabinet Resolution No. 355 of 2017). Requirements include:

Consumer Information: Clearly communicate how frequencies are used within Ukraine.

UA Warning Mark: Devices needing frequency assignment must show a “UA” symbol—on the product, its packaging, or online materials.

Manual Content: Documentation must include operating frequency bands, maximum transmission power, and any limitations.

SAR Disclosure: Mobile phones must indicate SAR values in line with EN 50361 (e.g., ≤ 2 W/kg).
These obligations can be fulfilled via the device itself, accompanying documentation, or digital formats like QR codes.
Annexes Supporting Implementation
