Taiwan Strengthens RF Equipment Rules for Trackers
The Taiwan RF Equipment Rules have been updated by the National Communications Commission (NCC), introducing stricter compliance obligations for certain device types. The revisions, effective from May 26, 2025, were officially published in the Executive Yuan Gazette Vol. 31, Issue 96.
These changes address growing national concerns around privacy, cybersecurity, and responsible use of RF devices. While technical test parameters remain unchanged, the documentation and labeling requirements now include new administrative layers.
Key Regulatory Changes at a Glance
Updated Declaration Requirements (Annex 7)
Under the revised rules, applicants must submit an updated Annex 7 Declaration Form, which includes:

Mandatory Product Warnings
Bluetooth trackers and similar devices must now include a printed warning inside the product packaging. This text must be clear and visible:
“Bluetooth Tracker Usage Warning: This device is a Bluetooth tracking device or similar equipment. Improper use may constitute an offense under the Criminal Code or the Stalking and Harassment Prevention Act.”
Unlike standard labeling, this message must appear on a separate, printed sheet inserted in the package—not printed on the box or device itself.
Device-Specific Commitments
Manufacturers must also comply with specific obligations depending on product type. These include:
- Bluetooth Trackers: Include printed privacy warning inside the package
- IoT Webcams: Display password-change and security guidance in manuals
- OTT / Set-Top Boxes: Prevent preloading or linking unauthorized video content
- RLAN Equipment: Apply radar interference warnings and professional installation notes
- Low Power Devices: Provide Traditional Chinese user manuals matching NCC-approved versions
These updates emphasize the NCC’s broader intention to embed responsible usage, content control, and user awareness into device approval processes.
