The Regulatory Authority for Electronic Communications and Post (ARCEP) of Niger has officially announced the implementation of a new homologation framework. The Niger homologation update introduces revised procedures for certifying radio and terminal equipment, impacting all entities seeking market access in the country.
Under the new regulations, only natural or legal persons established within the Republic of Niger, and holding a valid NIF (Tax Identification Number) and/or RCCM (Trade and Personal Property Credit Register), are permitted to submit homologation requests. Applications failing to meet these conditions will be rejected automatically.

Entities must:
- Be based in Niger.
- Possess either a NIF or RCCM.
Scope of Equipment
The homologation procedure applies to:
- Terminal equipment (e.g., telephones, modems, routers).
- Radio equipment (e.g., Wi-Fi, Bluetooth, LTE, 5G devices).
Exemptions include:
- Devices solely for radio broadcast reception.
- Equipment for national defense and public security purposes.
Administrative Requirements for the Niger Homologation Update
The authority issues certificates valid for 3 years, including both administrative and technical specifications. Applicants can expect a decision within two months of submission. Importantly, companies must not advertise, distribute, or connect non-compliant equipment to public networks.
Local Representation and Costs
Applicants must operate legally within Niger. Additionally, fees vary by device type, for instance, 75,000 CFA for Wi-Fi/Bluetooth devices and 100,000 CFA for enterprise network equipment. Furthermore, testing costs apply and are calculated at 150% of the certification fee.
