On August 20th, 2020, IFT has published a Public Consultation to receive public comments regarding a Preliminary draft of the Agreement by which the Plenary of the IFT modifies the Guidelines for the granting of the Certificate of Authorization (when it uses and explores frequency bands of the radioelectric spectrum for secondary use) and issues the format for the presentation of the process to Request for Certificate of Authorization. The main purpose of this project plan is to first, modernize the regulatory framework for the radioelectric spectrum for secondary use, as a result of the analysis, carried out by the IFT, in regards to the use and exploitation of these types of frequency bands, and to also include the frequency bands allocated for broadcasting to the provision of services other than telecommunications and/or broadcasting. Then, it is also meant to specify the information, documentation and maximum parameters necessary for the IFT, depending on the declared use; to implement a Standard process for requesting the Certificate of Authorization of secondary use, destinated for specific events and facilities with commercial or industrial activities; to continue with the practice of administrative simplification and improvement of public management; and lastly, to simplify the fulfillment of the obligations of the applicants.
