Jordan Telecom Type Approval Rules Overhauled

Jordan’s Telecommunications Regulatory Commission (TRC) has issued Instructions No. 2 of 2025, which replace the 2024 guidelines governing the import and certification of telecommunications and terminal equipment. These instructions took effect upon publication in the Official Gazette and now represent the country’s primary regulatory framework for type approval.

The update introduces essential changes affecting approval validity, exemption categories, regulated technologies, and import permissions under specific circumstances such as research or personal use. The goal is to increase regulatory efficiency while strengthening oversight of device imports and approvals.

Importers, local representatives, and manufacturers operating in Jordan must now align their procedures with the revised requirements, or risk non-compliance.

Key Administrative Changes

A core revision under the new rules relates to approval duration. The standard validity for type approvals is now fixed at two years, while local representatives acting on behalf of other parties receive approvals valid for only one year. Renewals must be requested within six months prior to expiration.

The TRC has also explicitly banned the import and use of signal boosters or repeaters unless they are introduced by licensed public mobile network operators. Additionally, any device that incorporates Cloud Computing capabilities must comply with further regulations from the appropriate government bodies.

To reduce regulatory burden on low-risk technologies, the TRC now maintains a formal list of exempted devices that are not subject to full approval, provided they still comply with baseline technical standards.

Import Conditions for Special Use

Special categories such as R&D and personal use are clearly defined in the 2025 instructions. For Research and Development, device import is allowed for up to six months, and the maximum quantity is 30 units per model. Only low-power or terminal equipment qualifies under this provision.

For private use, the TRC permits import without type approval or fees, if accompanied by a special form. These devices must still meet technical specifications and are limited in quantity per individual.
