The Government of India has published a draft amendment to the Telecommunications (Telecom Cyber Security) Rules, 2025. Key Changes in Draft Telecom Rules

Expanded Definitions and Scope for New Telecom Rules

The draft amendment defines “licensee,” “telecommunication identifier user entity (TIUE),” and the “Mobile Number Validation (MNV) platform.” These definitions broaden the scope of responsibility in managing telecom cybersecurity.

MNV Platform Implementation in Draft Telecom Rules

Additionally, the amendment introduces the MNV platform to validate mobile numbers and prevent cyber threats. This platform aims to mitigate risks associated with the misuse of identifiers.

Data Handling and Public Interest Provisions in Telecom Regulations

Moreover, the government will have authority to seek and process telecom identifier data from TIUEs. It also includes provisions to temporarily or permanently suspend the use of identifiers in the public interest.

Managing IMEI and Device Security under Updated Rules

The draft also proposes new measures to manage tampered IMEI numbers and ensure the safe reuse of telecommunication devices.

Fee Schedule for TIUEs in Draft Telecom Rules

Finally, the amendment outlines a schedule of applicable fees for different TIUE categories.

Call for Stakeholder Input

Stakeholders are invited to submit objections or suggestions within 30 days from the publication of this draft to the Joint Secretary (Telecom), Department of Telecommunications, Ministry of Communications, Government of India.
