ARCOTEL Will Be The New Telecom Regulator In Ecuador

(Please note that the requirements and homologation process in Ecuador are still the same as usual.  The new Regulator has 180 days from the issuance of the new Law, if they want to modify or add procedures).

The new Telecommunications Law issued on February 18- 2015, creates the new National Regulator in this area: the Agency for Regulation and Control of Telecommunications (ARCOTEL).

The Law establishes that the new Regulator will be responsible to regulate the scope, rights, obligations, and fair payment for the used service, in regarding to telecommunications; ARCOTEL will have authority in the technical and economic areas and access to infrastructure inputs.

Furthermore, along with the Ministry of Telecommunication and Information Society (MINTEL) will be responsible to establish the policies, requirements, rules and conditions for the deployment of telecommunications infrastructure in the country.

The agency will determine relevant markets subject to the Market Regulation, it will grant the approval certificates and will regulate the use, management, and administration of radio spectrum.
