• Regulators that have limited operations (delays should be expected): South Africa (NRCS), Guatemala, Bahamas, Morocco, India (BIS), Russia.
• Countries with administrative or procedural issues unrelated to the regulator (delays should be expected): Vietnam, Brazil, Mexico.
