Starting on September 20th, 2022, the Department of Innovation, Science and Economic Development Canada opened a public consultation on the new draft of the technical standards and requirements for TV-broadcasting receiving devices – BETS-7 issue 4 – looking for comments from the industry stakeholders.
Comments on this new version of the standard will be received no later than December 5, 2022.
Among the main changes included in this new standard are:
- A new classification of the equipment under this standard is Category II equipment.
- SDoC is the conformity assessment scheme used for Category II broadcasting equipment.
- New testing requirements related to apparatus equipped with an ATSC 3.0 tuner.
- New labeling statement, and e-label considerations for devices with an integral (non-removable) display screen.
- Compliance and labeling requirements exemptions for non-commercial purpose devices.
Once this new version of the standard (BETS-7 Issue 4) is completed, it will be a six months transition period in which issues 3 and issue 4 of BETS-7 will be accepted.

Type Approval Impacted? Yes, equipment under this standard is classified as Category II equipment which means that a technical acceptance certificate (TAC) is not required. The SDoC is the conformity assessment scheme used for Category II broadcasting equipment.
Additionally, new testing requirements related to apparatus equipped with an ATSC 3.0 tuner, are defined.
A new labeling statement is considered in this new version of the standard, and e-label was added as an option for devices with an integral (non-removable) display screen.
Finally, exemptions regarding compliance with this standard and labeling requirements are considered for devices used solely for purposes of research and development, experimentation, demonstration, or assessment of marketability
