On March 24, 2018 the Innovation, Science and Economic Development Canada (ISED) published in the official Gazzete, Vol. 152, No. 12, in which the session of government notices releases a Telecommunications Act regarding the new requirements for wireless device testing laboratories. ISED released the following documents for this act:
1. Decisions on New Requirements for Wireless Device Testing Laboratories
The Consultation proposed the implementation of a technical assessment checklist to ensure the assessment of laboratories by a recognized accreditation body. ISED compiled a table listing the documents that would be impacted and will provide a transition period of one (1) to allow testing laboratories to acquire their accreditation.
2. Procedure for the Recognition of Accreditation Bodies for Non-MRA Countries
The new procedure will be as follow: written request, General information (contact, description of the organization and the scope of work, others), Technical qualifications (ISO/IEC 17011:2017 or ISO/IEC 17011:2004, accredited EMC tests) and final decision
3. Recognition Criteria and Administrative and Operational Requirements Applicable to Certification Bodies for the Certification of Radio Apparatus
It specifies the recognition criteria used under the terms of Mutual Recognition Agreements, and also specifies the requirements to maintain their recognition.
4. Testing Laboratory Technical Assessment Checklist
5. Procedure for the Recognition of Foreign Testing Laboratories
This procedure has been revised with new accreditation requirements for radio apparatus and broadcasting equipment standards for testing laboratories located in Mutual Recognition Agreement/Arrangement (MRA) partner, as well as testing laboratories located in non-MRA countries.
6. Procedure for Designation and Recognition of Canadian Testing Laboratories
It has been updated to consider the new requirements for wireless device testing labs.
7. General Requirements for Compliance of Radio Apparatus
It has been added a new normative reference, also Requirements to obtain an exemption and Requirements for licence-exempt radio apparatus.
