BRAZIL: Mandatory TAC Codes For Mobile Devices Implementation

On July 10, 2019, ANATEL issued it’s Official Letter No. 25/2019/ORCN/SOR-ANATEL, which all Mobile Device suppliers and manufacturers are required to apply for certification of regulated products to register the TAC (Type Allocation Code – composed by the first 8 digits of IMEI). This is applicable to all devices with WWAN functions that will use the SMP (Portable Mobile Service), such as Mobile Phones, Tablets, Modules and other terminal using WWAN.   The TAC codes of these products should be registered in a system database developed by ABR Telecom, called SIGA (Integrated Device Management System), prior to their sale.   The purpose is to combat the use of cloned, adulterated or uncertified IMEIs in the Mobile Operator networks. The registration can be done only by the Brazilian Manufacturer or the Local Representative company in Brazil. It is mandatory to register each TAC code with the GSMA, otherwise, the mobile terminal would be blocked in the network, even if it is homologated by Anatel, due to the absence of non-compliance with the information in the SIGA system database.
