Brazil: ANATEL Publishes the Certification Act No 915 revoking the 24dbm limit on 2G in the 1900MHz band

On February 1st, 2024 ANATEL published Act No 915 altering the 24dBm power limit imposed by the previous certification act (Act No 16539 – Nov 27th, 2023) on devices operating in the 1900 MHz band.

This previous publication made it impossible to certificate 2G devices operating on the 1900 Band due to the 33dBm power limits established by the international standards (ETSI TS 151 010-1 V6.5.0 (2005-11))

Below is the new text describing the current power limits:


Art. 5 Include item 12.1.2 in the Technical and Operational Requirements for the use of radio frequency bands associated with services of collective interest, provided by terrestrial systems, approved by Act No. 16,539, of November 27, 2023, with the following wording:

“12.1.2. Systems operating in the radio frequency sub-band from 1,890 MHz to 1,910 MHz, except those for the multimedia communication service, must limit transmission powers to the values ​​presented below:

12.1.2.1. The maximum ERP of the base station must be 67 dBm.

I – The ERP limit of a base station corresponds to the total contribution of all carriers in a system.

II – In the case of using sectoral antennas, the value of the ERP includes the contribution of all sectors.

12.1.2.2. The maximum ERP of the terminal or mobile station must be 33 dBm.

Even though the 2G technology is considered obsolete in many sectors, it is still used in applications where data speeds are not the focus and area coverage is more desirable such as POS and location systems.
