BRAZIL: ANATEL Published 3 Public Consultations on Lithium Batteries and Mobile Phone Chargers

ANATEL Published multiple Public Consultations with the purpose of evaluating the opinion of interested parties, especially consumers who use mobile phones, regarding the extinction of the mandatory application of the Anatel homologation safety seal on batteries and chargers used in mobile phones and regarding the updating of the requirements, starting to refer to IEC standards.

Public Consultation No. 35:

The purpose of homologation is to establish the minimum requirements and test procedures for rechargeable portable lithium batteries of mobile phones.

This proposal maintains the electrical and safety tests that are in the current requirements. However, the new text refers to the most recent versions of the IEC standard for the evaluation of functional (electrical) and safety aspects of lithium batteries. The old text did not directly quote the IEC standards, besides being outdated in some respects.

Another important proposal to change is the extinction of the mandatory application of the Anatel homologation safety seal on batteries and chargers, making it optional.


Public Consultation No. 36:

To establish the minimum requirements to be demonstrated in the assessment of compliance and homologation of a charger used in a cellular telephone.

Currently, the technical requirements for the certification of mobile phone chargers are divided into two (2) documents: in Act 493/2017 (Reference 2.2) and in Act 951/2018 (Reference 2.1).

The requirements contained in Act 493/2017 refer to publications that are no longer valid, such as Resolution 442/2006 and Resolution 529/2009, both revoked by Resolution No. 686 of October 13, 2017, and, respectively, defined electromagnetic compatibility requirements and electrical safety requirements for telecommunications equipment.

The Act 951/2018 will be revoked due to the need to update the requirements for certification of lithium batteries for mobile phones, as proposed in Public Consultation 35.

Since the references contained in Act 493/2017 are outdated and Act 951/2018 will be revoked, it is proposed in this Public Consultation 36 the publication of a single Act grouping and updating the requirements for charger used in a cellular telephone.
