Argentina Opens 2300–2400 MHz Band for Private Networks
Argentina Private Networks just received a major regulatory boost. ENACOM, the country’s telecom regulator, has published Resolution No. 1111/2025, allocating the 2300–2400 MHz band exclusively for Private Broadband Wireless Systems (SPIBA). The resolution sets out a detailed technical and licensing framework to support enterprise-level LTE and 5G deployments across various verticals.
Strategic Spectrum Reallocation
The regulation reclassifies the 2390–2400 MHz portion from fixed to mobile service use, realigning the entire 100 MHz for advanced wireless communications. This change aims to promote secure, high-performance private networks for smart manufacturing, mining, logistics, agriculture, and other high-demand environments.
Types of SPIBA Systems
ENACOM introduces two private network models:

SPIBA Interior: For exclusive indoor use within a building or campus.

SPIBA General: For wider-area deployments (up to 400 km²), mainly outdoors.
Importantly, these networks cannot provide commercial telecom services (TIC).
Key Regulatory Features
1. Technical Specifications
Annex I outlines power limits (PIRE), antenna heights, emission constraints, EMC compatibility, and network synchronization requirements.
2. Channel Allocation
Annex II splits the 100 MHz band into ten 10 MHz TDD channels:

Channels 1–4: Reserved for SPIBA Interior

3. Licensing & Assignment

SPIBA Interior: Assigned on request

SPIBA General: $2,500 USD/year per channel

5. Equipment Registration
All equipment must be registered with ENACOM under updated conformity rules.
