With the Executive Decree # 864, Ecuadorian President Rafael Correa ratifies the functions that the telecommunication Regulatory bodies in the country will accomplish. According to this new regulation, the “Ministerio de telecomunicaciones y de la Sociedad de la Información¨ (MINTEL) is the main organization in the sector and they could issue dispositions and ask for its observance to the “Agencia de la Información y control de las telecomunicaciones¨ (ARCOTEL), and they also could create and approve universal service, information society and telecommunications plans. ARCOTEL could issue operation license for services of the general telecommunications regimen, and license for the use of the spectrum.
