Bahamas 5G Regulatory Framework Moves to Final Consultation Stage

The Utilities Regulation and Competition Authority (URCA) has officially launched the third and final consultation on the proposed Bahamas 5G Regulatory Framework (ECS 01/2026) . This publication marks the concluding phase of URCA’s structured public consultation process on 5G.

Previously, URCA conducted earlier consultations and stakeholder engagement initiatives to examine 5G use cases, market demand, and supply-side considerations. Now, through this final round, the authority outlines its proposed regulatory approach to enable the introduction and nationwide rollout of 5G mobile services in The Bahamas .

Spectrum Allocation and Assignment Mechanisms Take Center Stage

Under the Bahamas 5G Regulatory Framework, URCA proposes to release specific spectrum bands and define the quantities available for the initial 5G spectrum release . In addition, URCA introduces a spectrum assignment mechanism alongside a defined pricing methodology.

Consequently, operators will gain clarity regarding how they may access 5G spectrum and under what financial conditions. Furthermore, these proposals aim to create a structured and transparent process for initial 5G deployment.

Licence Conditions Designed to Support National Policy Objectives

Beyond spectrum release, URCA also proposes licence conditions that align 5G deployment with the Electronic Communications Sector Policy 2024–2027 .

Following the consultation period, URCA will review all submissions carefully. Subsequently, the authority will publish a Statement of Results and Final Decision that sets out its final policy position and outlines the next implementation steps for the Bahamas 5G Regulatory Framework .
