TRA Becomes Sole Authority for Telecom Type Approval in Lebanon
As of January 2026, Lebanon implemented a regulatory change to its telecommunications and radio equipment approval framework. Under this change, the Telecommunications Regulatory Authority (TRA) now serves as the sole authority responsible for type approval, fully replacing the former role of the Ministry of Telecommunications (MoT).
Previously, the MoT issued type approval certificates. However, the MoT stopped issuing these certificates on 10 December 2025. As a result, certificates issued under the former MoT regime do not remain automatically valid within the new TRA framework.
Mandatory TRA Type Approval for Market Access
Under the new regulatory regime, all telecommunications and radio frequency equipment must obtain a TRA issued type approval certificate before importation, marketing, or sale in Lebanon. Moreover, products previously approved by the MoT must undergo re submission through the TRA process, as the framework does not provide any automatic transfer or grace period.
In addition, the authorities now link type approval directly to customs clearance. Consequently, both TRA approval and importer licensing function as prerequisites for market entry.
Classification Based Approval Schemes Introduced by TRA
The TRA introduced a classification based type approval system that categorizes equipment according to risk and complexity. Within this structure, lower risk equipment classified under Scheme or Class 0 may rely on a Declaration of Conformity retained on file.
By contrast, higher risk or more complex equipment classified under Schemes or Classes 1 to 3 requires a formal application. This process includes submission of technical documentation, test reports from accredited laboratories, and issuance of a TRA certificate. Additionally, certain categories may carry further obligations, such as record keeping or end user traceability.
Local Importer Licensing and Application Responsibility
Under the new regime, a licensed local Lebanese entity must submit all type approval applications. Furthermore, applicants must hold a valid import or manufacture license for the relevant equipment category before the TRA grants type approval.
The TRA issues type approval certificates in the name of the licensed local entity. As a result, the framework establishes a mandatory local presence requirement and assigns compliance responsibility to the local importer or manufacturer.
Validity Period and Labeling Obligations
TRA type approval certificates generally remain valid for a period of two years. After this period, certificate holders must apply for renewal.
In parallel, approved products must comply with TRA labeling requirements. Depending on product size and practicality, manufacturers may apply required markings on the device, the packaging, or the user documentation.
