Indonesia – KOMDIGI Releases Decree No. 469 of 2025 on Telecom Equipment Standards

The Ministry of Communication and Digital (KOMDIGI) in Indonesia has released Decree No. 469 of 2025. This regulation establishes an updated list of telecommunication equipment that must comply with national technical standards. As a result, the regulatory landscape for market access has shifted significantly, especially for ICT-related products.

Key Highlights from the Decree

Expanded Equipment Scope

KOMDIGI’s updated list goes beyond traditional telecom devices. It now includes a wide variety of consumer and industrial products equipped with telecom functionalities. For instance, items such as smart refrigerators, washing machines, drones, game consoles, GPS trackers, IoT devices, and automotive radios must all comply with the new standards.

Integration with Customs Systems (CEISA 4.0)

To improve traceability and regulatory enforcement, importers are now required to declare devices with telecom capabilities in Indonesia’s CEISA 4.0 system. Subsequently, these entries are forwarded to the SIANTI certification database for verification. Moreover, a new PIB (Import Goods Notification) format facilitates seamless coordination between customs and certification systems.

Administrative Use of HS Codes

While the decree includes Harmonized System (HS) codes for listed items, KOMDIGI has clarified their intended use. Specifically, these codes serve for administrative supervision only and do not replace official customs classifications. Therefore, importers should continue to refer to the appropriate customs regulations.

Obligations for Unlisted Devices

Importantly, devices that are not explicitly mentioned in the annex still fall under the scope of this regulation. If a product includes any telecom feature, it must comply with the applicable technical standards. This clause ensures that emerging smart technologies remain regulated, even as product categories evolve.
