Vietnam has officially released a significant 6GHz WLAN regulation, setting a new national technical standard for radio access equipment operating in the 6 GHz band. With the issuance of Circular 41/2025/TT-BKHCN on November 13, 2025, this update replaces the previously applicable QCVN 47:2015/BTTTT for affected devices, bringing clarity to a previously ambiguous regulatory environment.
New QCVN for 6GHz Devices
The newly promulgated QCVN xxx:2025/BKHCN specifically governs WLAN devices operating in the 6GHz band (HS code 8517.62.51), including access points, routers, and client devices. Effective from January 1, 2027, it replaces QCVN 47:2015/BTTTT for these product types.
Technical Requirements and Spectrum Use
This regulation defines detailed RF parameters such as:
-
Frequencies: 5.945–6.425 GHz for low-power indoor (LPI) devices and ≤6.425 GHz for very low-power (VLP) devices.
-
Power Limits: Max EIRP of 23 dBm for LPI and 14 dBm for VLP.
-
Mitigation: Mandates Clear Channel Assessment (CCA) and Energy Detect (ED) with specific thresholds (e.g., -62 dBm for LPI).
-
Operational Modes: Covers LPI, VLP, and narrowband modes, with fixed and dynamic access control procedures.
The technical structure mirrors IEEE 802.11ax, ETSI EN 303 687, and EU harmonized standards for the 6GHz spectrum.
Testing and Lab Requirements
-
Must use ISO/IEC 17025-designated or recognized domestic labs.
-
Temporary exclusions apply for environmental condition testing until Dec 15, 2026.
-
EMC test reports for large imported equipment are accepted from APAC/ILAC-accredited labs under QCVN 18:2022/BTTTT.
Transitional Timeline and Certificate Impact
| Stage | Period | Details |
|---|---|---|
| Effective Date | Jan 1, 2027 | QCVN xxx:2025/BKHCN becomes mandatory for new conformity assessments. |
| Transitional | Before Jan 1, 2027 | Devices can continue using QCVN 47:2015/BTTTT; current CoC/DoC valid. |
| Full Replacement | After Dec 31, 2026 | QCVN 47:2015/BTTTT is deprecated for WLAN 6GHz equipment. |
Existing certificates under QCVN 47 will remain valid until expiry, provided they are issued before the January 2027 cut-off.
