Transforming Nicaragua’s Telecom Compliance Landscape

Following the enforcement of Nicaragua’s General Telecommunications Convergent Law (Law No. 1223/2024), the Nicaraguan regulator TELCOR released the first six regulatory instruments designed to implement this new legal framework. Published on November 18, 2025, these initial rules introduce sweeping updates in key areas, including user rights, administrative processes, equipment approval, and regulatory fees.

One of the most significant changes arises from Administrative Agreement 004-2025, which mandates that all approved telecommunications equipment now carry a standardized label. This label must include the phrase “Homologado por TELCOR” along with the corresponding certification number, directly affixed to the product in a legible manner. This new labeling obligation aims to enhance transparency and ensure that only compliant equipment circulates in the market.

Streamlined Homologation Procedures and New Compliance Standards

Under the new TELCOR certification rules, the homologation process is now governed by clarified timelines and more structured submission requirements. Applicants must respond to TELCOR’s requests for corrections or additional data within 20 business days. Upon complete submission, the authority has up to 30 business days to issue a decision.

Moreover, TELCOR emphasizes the importance of using internationally accredited laboratories and recognizes global certification schemes. New exemption criteria have been introduced for specific equipment types, including non-network-connected devices, government-exclusive tools, visitor-used products, and trade show items. A new public registry will catalog all approved products, offering stakeholders enhanced access to compliance information.

Regulatory Evolution to Support Modern Technologies

These TELCOR certification rules also reflect a forward-looking regulatory strategy aligned with global trends in telecom. Law 1223/2024 introduces greater flexibility in frequency management and includes provisions for modern technologies like 5G. It grants TELCOR increased authority to regulate converged services and allocate spectrum based on technological advancement and market demand.
