IS/IEC 62368-1 Adoption Replaces Legacy ICT Standards in India
The IS/IEC 62368-1 adoption marks a major regulatory shift in India. The Ministry of Electronics and Information Technology (MeitY) has notified that it will replace safety standards IS 13252 (Part 1): 2010 and IS 616:2017 with IS/IEC 62368-1:2023. This change amended the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 (CRO 2021).
This updated standard defines safety requirements for Audio/Video, Information, and Communication Technology Equipment. Moreover, the shift aligns India’s safety framework with modern, internationally accepted hazard-based engineering principles.
Expanded Product Scope
The new standard consolidates and replaces:

IS 13252-1:2010 – Information Technology Equipment – Safety General Requirements

IS 616:2017 – Audio, Video and Similar Electronic Apparatus – Safety Requirements
Additionally, it introduces Extended Reality (XR) products—Augmented Reality (AR), Virtual Reality (VR), and Mixed Reality (MR)—under Serial No. 65 of CRO 2021. These products must comply with IS/IEC 62368-1:2023 going forward.
Compliance Timeline and Transition Details
To support smooth compliance:

XR products may use older standards until 1 May 2026

All other products may do so until 1 November 2028
After these deadlines, IS 13252 and IS 616 will be withdrawn. All applicable products must then meet the requirements of the new standard under the CRO framework.
BIS Labeling and Certification Rules
BIS will continue enforcing current labeling norms. Future updates may revise the placement or format of the “R” mark and associated standard references.
Manufacturers with products reaching end-of-life (EOL) before November 2028 may continue under existing certifications. However, all new registrations must comply with IS/IEC 62368-1:2023.
Implementation guidelines from BIS are expected to provide clarity on transition procedures for both current license holders and new applicants.
