Singapore Conformity Assessment Rules Updated
Singapore Conformity Assessment regulations have been overhauled through the Consumer Protection (Conformity Assessment) Regulations 2025, effective 1 November 2025. These reforms introduce a clearer, stricter framework for the designation, renewal, and operational responsibilities of Conformity Assessment Bodies (CABs) operating in Singapore or seeking recognition under international agreements.
As a result, the update enhances both product safety and global market access for compliant manufacturers and certification bodies.
What’s New in Singapore Conformity Assessment?
Stricter CAB Designation Requirements
CABs (Certification or Testing) must now meet several enhanced requirements:

Hold valid ISO/IEC accreditation (17025 for testing or 17065 for certification)

Operate independently from any business that may introduce a conflict of interest

Demonstrate financial and technical capabilities

For foreign CABs, be located in one of the recognized jurisdictions such as the EU-Singapore FTA countries, Turkey, or the United Kingdom
Furthermore, these rules apply equally to CABs seeking renewal, ensuring continuous compliance throughout the designation cycle.
Documentation & Certification Rules
To ensure traceability and accountability, CABs must maintain:

Comprehensive technical files for each certified product, including manuals, photos, reports, and certificates

All records for a minimum of 10 years after the last issued certificate expires

Test reports from accredited bodies or IECEE CB Scheme members, unless there is a justified reason to reject them
Moreover, certification bodies are expected to act without delay when conducting conformity assessments, streamlining processes for regulated goods.
Surveillance, Renewal & Advertising Restrictions
Designating Authorities will conduct surveillance audits and performance reviews to ensure consistent standards.
In addition:

CAB designations will remain valid for three years

Renewals must be initiated six months prior to expiry

Authorities can suspend or withdraw designation if CABs violate regulations

CABs must not advertise their designation if it is suspended or revoked
Consequently, CABs must be proactive in maintaining regulatory standing and operational readiness.
