Moldova CE Marking Rules Now Mirror EU Framework
On 28 August 2025, Moldova issued new regulations that fully align the country’s conformity assessment procedures and CE marking rules with the European Union’s New Legislative Framework, notably Decision 768/2008/EC and Regulation (EC) No. 765/2008 .
The legislation marks a shift toward seamless market access for CE-marked products, simplifying requirements for manufacturers and importers and reinforcing consumer protection and product safety compliance at the national level.
This regulation will officially enter into force on 28 February 2026, six months after its publication in the Monitorul Oficial.
What Changed?
Key changes introduced by Moldova include:

Mandatory CE Marking for regulated product categories sold in Moldova

Unilateral recognition of EU-issued CE certificates without additional national testing

Obligations for manufacturers, importers, and distributors to maintain documentation and cooperate with authorities for at least 10 years
Conformity Assessment Framework
Moldova now applies structured modules for conformity assessment, modeled after EU procedures. These include Modules A, B, C1, C2, D, E1, and F, with different responsibilities based on product risk and complexity.
Manufacturers must:

EU-certified products (e.g., telecom devices, consumer electronics, automotive components) can enter Moldova without additional testing

Authorities may block or recall non-compliant imports at customs or retail levels

The Moldovan SM Mark may continue temporarily for local manufacturers, pending ACAA agreement with the EU or Moldova’s EU accession
