VIETNAM: MIC Circular 42/2016/TT-BTTTT to Impact Type Approval Certifications October 2017

MIC (Ministry of Information and Communications) of Vietnam had previously released legal document 42/2016/TT-BTTTT on December 26, 2016 with the intention of replacing Circular 05/2014/TT-BTTTT which was dated March 19, 2014. The new Circular will come into effect on October 1, 2017 changing the regulations on list of radio, wireless, telecommunication devices and information technologies equipment (ITE) subjected to type approval and Declaration of Conformity.

1. There will be more standards applicable to the same product; increasing testing and certification costs.

2. Lead time for local testing and type approval certification will increase. 

3. Oversea laboratories recognized by MIC under MRA will need to re-apply for accreditation of new standards.

4. New products have entered the list of devices; requiring MIC approval and DoC (Declaration of Conformity). This includes lithium batteries utilized for smartphones, laptops, and tablets; IPTV set top box; IPv6 equipment.

5. Existing exemption letter will become invalid and be required to renew.
